4 Ways Thieves Use Giftcards to Commit Fraud
Jackie here. We recently discussed using gift cards and prepaid cards as anonymous form of payment, making this scam alert from the IC3 especially relevant. If you use gift cards, be sure to keep your eyes open so you don’t become a victim.
Gift cards are a popular source of fraud, probably due to their anonymous nature. Thieves can make purchases and access funds, all without ever having to reveal their identity. They utilize many different methods to execute this fraud. Let’s take a look at a couple:
Tactic #1- Steal and Return
Gift cards have no value until activated, so they aren’t usually under lock and key at the store. This makes them very easy to steal. Thieves steal the worthless gift cards, record card numbers and PINs, and then return the cards to the shelves at the store. These cards then wait for an unsuspecting buyer to purchase them and activate the funds. As soon as the card is activated, the thief uses the balance to make their own purchases online.
Tactic #2- Duplicate UPCs
In this gift card tampering method a thief will create multiple identical UPC barcodes for a gift card. These UPCs will be applied to cards at the store over the card’s existing code. When someone purchases a card, the UPC sticker is scanned and the balance added is put directly onto the card with the matching UPC, which is owned by the fraudster. They keep track of the balance, and as soon as it increases they spend it, often before the fraud is noticed by the consumer.
Tactic #3- Stolen Merchandise for Cards
Thieves don’t just tamper with gift cards on display; they also use them as part of other fraudulent schemes. For example, a fraudster might steal merchandise from a store and return it in exchange for store credit. They then use these gift cards as a trade to purchase drugs, other gift cards, or sell them for cash.
Tactic #4- Buying a Card for Sale
People that don’t want a gift card they’ve received often attempt to sell it. This gift card scam preys upon those with gift cards for sale. The thief will contact the seller and act interested in the card. They will request that a three way call be made to the retailer to ‘verify’ the balance amount. The seller calls the merchant with the fraudster on the line and enters in gift card information. The fraudster will then use special software to obtain the card number and PIN, which they then sell online.

Here's why Walmart put an empty gift card in your online order without asking

- They got a Walmart gift card with nothing on it, which could then be loaded with money online and given as a gift.

Unbidden, the store slipped in an empty Walmart gift card in some orders. The idea is the card could then be loaded with any amount desired online and then given as a last-minute gift.
"Unloaded gift cards are another way that we can make gift gifting easier for our customers," a Walmart spokesperson said to Business Insider.
For customers who don't want them, the gift cards are simply worthless pieces of plastic that can be thrown away. Walmart did the same thing for some holiday orders last year.

Gift cards are, of course, a top gift for the holidays every year, and they are probably the best thing you can do as a last-minute gesture. By offering this added convenience to customers, Walmart is making it that much more likely that customers will spend just a little more with the retailer this year.
There's also the advantage of it being a physical card, which is easier to give as a gift. Even if customers don't take advantage of it, the cards are relatively cheap to create, so Walmart doesn't lose much.

Regulations enacted in October 2015 are enough to dissuade most from purchasing the gift cards displayed in grocery stores and supermarkets. Specifically, the reason is EMV liability shift.
EMV liability shift is a set of rules enacted by big credit card processors such as Visa and American Express. The rules make merchants who accept credit card payments liable for any fraudulent transactions that are processed without EMV chip technology at their payment processing terminals.
If a gift card is purchased with a credit card and the credit card transaction is not processed with EMV technology, the grocery merchant who sold the credit card is liable for the full amount of the gift card. That means if a gift card is purchased from a grocery store with a fraudulent credit card, and the gift card is gifted, the grocery store will get a chargeback from the bank for the full value of the fraudulent transaction.
Not all of the largest U.S. grocery retailers have EMV chip technology, and those that do not are liable for fraudulent gift card transactions. So, as a result of this liability shift, many grocery retailers are now requiring that gift cards be purchased for cash.
Almost all merchants in the U.S. retail industry have a rule that gift cards that were purchased for cash will not be replaced if they are lost or stolen. This no replacement rule applies even if the gift card user has a receipt and even if the gift card user has the unique gift card number. No replacements, no matter what with cash transactions.
So, you can't purchase gift cards unless you pay cash, and you can't get the gift card replaced if it was purchased for cash.
