If you own life insurance or annuities issued in the State of New York, these recent developments may affect your rights as a policy owner. A recent Executive Order issued by New York Governor Cuomo, together with recent amendments to the insurance and banking regulations issued by the New York State Department of Financial Services (), extends grace periods and gives you other rights under your life insurance policy or annuity contract if you can demonstrate financial hardship as a result of the COVID-19 pandemic.

These temporary grace periods and rights are currently in effect, and could be extended further. Check the NYDFS website for updates.

The CARES Act, enacted on March 27, 2020, included temporary provisions allowing special distribution options for retirement plans and IRAs, and expanded permissible loans from certain retirement plans. Qualifying individuals were able to designate up to $100,000 in 2020 distributions as "coronavirus related distributions", which were exempt from the 10% additional tax normally applicable to early distributions taken prior to attaining age 59 ½. The Act also allows distributions designated as coronavirus related distributions to be recontributed within three years of the date of distribution, in what is effectively equivalent to a tax-free rollover. Additionally, the Act provided a waiver of the Required Minimum Distribution (RMD) requirements for tax year 2020.

The Act did not allow coronavirus related distributions to be taken after December 30, 2020, so taking such distributions is no longer possible. If you took a 2020 distribution that you will designate as a coronavirus related distribution, you will need to file IRS Form 8915-E, Qualified 2020 Disaster Retirement Plan Distributions and Repayments with your 2020 federal income tax return. Additional information with respect to the availability, treatment and repayment of coronavirus related distributions may be found on the IRS web site at https://www.irs.gov/newsroom/coronavirus-related-relief-for-retirement-plans-and-iras-questions-and-answers. The RMD waiver provided by the CARES Act applied only to tax year 2020. The normal rules with respect to required minimum distributions are back in effect for tax year 2021.

UPDATE:The Internal Revenue Service has announced that the due date for filing 2020 individual Federal income tax returns (Forms 1040) has been postponed to May 17, 2021. As a result, taxpayers will also have until May 17, 2021 to make 2020 contributions to their traditional IRAs, Roth IRAs, and Coverdell ESAs

Citi and Best Buy Launch Mobile Rewards App

Citi and Best Buy have teamed up to launch a mobile rewards application for iPhone and Android devices. The “Citi ThankYou Rewards” app ties together Best Buy’s inventory systems with Citi’s “ThankYou” Rewards program, a service which allows Citi customers to earn points by using their Citi credit card or performing other banking-related activities.

Now, Citi customers can use the new mobile app to track their rewards points in real time, keep an eye on items they want to buy, and then pay for those items using their earned points.

The free application was built through a collaboration between the two companies, one a major financial institution and the other a leading retailer. As a customer shops in a Best Buy retail store, they can scan the barcodes of the merchandise they want to purchase. The app will display how many points are needed for each item.

And when the customer is ready to checkout, those items are placed in a virtual cart within the app to complete the process. A confirmation email is sent to the customer’s registered Citi ThankYou Rewards email account, directing them to the in-store pickup counter at Best Buy to get their merchandise.

The application also allows users to shop the Best Buy ThankYou Rewards catalog and schedule items for in-store pickup at the location of their choice or have them sent to their home address.

In addition, the mobile app lets Citi ThankYou Rewards members shop for other merchandise in the Rewards catalog not sold through Best Buy. Those items would be shipped directly to your home.

Says Ralph Andretta, EVP of Loyalty and New Products at Citi, there are millions of redemptions available via the ThankYou Rewards program outside of Best Buy, but Citi was excited to partner with the retailer which it sees as an innovative company like itself. This app demonstrates what Citi wants to be, Andretta says: “the best digital bank in the world.”

There are two types of My Best Buy credit cards: the My Best Buy Credit Card — which includes the Basic and Preferred versions — and the My Best Buy® Visa® Card — which includes the Gold and Platinum versions.

To apply for the My Best Buy® Visa® Card, you must be at least 18 years old.

Complicated approval process

During a Best Buy credit card application, the card issuer first decides whether to approve you for the My Best Buy® Visa® Platinum, which has no annual fee and works anywhere Visa is accepted. If not, it moves on to the My Best Buy® Credit Card, which also has no annual fee but only works at Best Buy. And if you don't qualify for that, either, then it considers you for the My Best Buy® Visa® Gold, which has a $59 annual fee.

Unless you have a high credit score, it’s hard to anticipate which card you’ll receive. You might get approved for a credit card that you can only use at Best Buy. Or you might get one that isn't a good deal because of its annual fee.

APR

Store credit cards often carry high APRs. Best Buy credit cards are no exception. If you don't pay the full balance on your Best Buy credit card payment, you could be in store for some hefty interest charges. A related problem is that Best Buy's financing offers are deferred interest. That’s not as attractive as the waived interest offers you can get with 0% intro APR credit cards.

Deferred interest means that interest still accumulates during the financing period. If you don't get the entire balance paid off by the end of that timeframe, then you'll be charged interest going back to when you made the purchase. And that's when a high interest rate can come back to cost you. With deferred interest, you could end up with hundreds or even thousands of dollars in interest charges.

No rewards on financed purchases

If you decide to use one of Best Buy's financing plans, you won't earn any rewards on the purchase. Since consumers usually only finance their more expensive purchases, this could mean missing out on a large amount of rewards. Some cash back credit cards with 0% intro APRs let you both earn rewards on a purchase and finance it at zero interest during the promotional period. That’s a much better deal.

Inconvenient rewards redemptions

Every time you earn 250 points, Best Buy will send you a $5 reward certificate, which works like a gift card. You can change this if you want reward certificates sent when you reach a different amount. However, the minimum is $5. This is frustrating given that there are many rewards credit cards with no redemption minimums.

Reward certificates also expire. The standard expiration timeframe is 60 days. If you don't have anything you need from Best Buy, you'll need to pick something before your reward certificate expires. Otherwise, it will go to waste.

Purchase protection

You don't get any sort of purchase protection, such as extended warranty coverage or insurance against damage and theft, from your Best Buy credit card. This is understandable since Best Buy sells its own protection plans. Nevertheless, it's a big drawback. Purchase protection is nice to have when you buy electronics and appliances -- two very popular types of products at Best Buy.

In-Store Return – You can return an item bought at Best Buy or BestBuy.com directly to any brick & mortar location.

To make the return go smoothly bring in your receipt or packing slip, the credit card used, and a valid photo ID.

Return by Mail:

Do-It-Yourself – You pick the carrier, use the included Return Form on your packing slip, and pay for the shipping yourself.

Opened consumable items – This includes batteries, ink and 3D printer filament, and items returned that are damaged, unsanitary or missing major parts.

Do I Have to Pay Re-Stocking Fee on Certain Items?

Yes, unfortunately you’ll have to pay a re-stocking fee on these items.

DSLR Cameras and Lenses – 15% re-stocking fee.

Drones – 15% re-stocking fee.

Projectors – 15% re-stocking fee.

Rideables – 15% re-stocking fee.

What If I Don’t Have a Receipt?

What If My Return Has Been Opened?

No worries, just pack everything back up as well as you can and get a full refund as long as your still within the return period.

Don’t let that stop you from returning something to Best Buy.

From their site, “If you do not have all the original packaging or accessories, that’s okay too. We can process a return with a nonrefundable deduction on your refund for what is missing.”

What About a Cash Refund?

Keep in mind that if you pay with cash, and your order is over $800, you’ll have to settle for a corporate check as a refund.

You’ll get the check in the mail within 7-10 days.

Stores don’t keep a lot of cash on hand and so they won’t be able to refund you with cash.

The same applies when you spend $250 by check or by a debit card without a major credit card logo.

Can I Return Refurbished Items?

Yes.

The regular return policy applies to refurbished, open-box, and pre-owned products.

Can I Return an Unopened Video Game?

I had someone in the comments ask if they could return an unopened video game they bought 2 months ago.

I wasn’t sure of the answer so I hit up Best Buy Live Chat and was told YES, it’s returnable for store credit since it is unopened.

I then asked if the original purchase of 2 months ago would be a problem and was surprisingly told…NOT a problem.

What if I Used a Gift Card to Make the Purchase?

Not a problem. If you bought the item with a Best Buy gift card, you’ll get a full refund back to that same gift card.

If you don’t have the gift card anymore, no worries, just call Best Buy at 1-888-237-8289 with your order number and they’ll re-issue you a new gift card.

BONUS: Best Buy Return Policy “Hacks”

Like any store’s return policy, there are some clover hacks and tips that savvy shoppers need to be aware of.

Over 15 Days Hack – If you have your receipt, but it’s been over 15 days since you made the purchase, you’re often better off returning the item without your receipt and accept the store credit.

Look for Extended Holiday Return Time – In past years, almost anything bought in November and December could be returned right up until January 31st.

This Holiday return policy extends until January 30th for Elite members and February 14th for Elite Plus.

Citi and Best Buy Launch Mobile Rewards App

Citi and Best Buy have teamed up to launch a mobile rewards application for iPhone and Android devices. The “Citi ThankYou Rewards” app ties together Best Buy’s inventory systems with Citi’s “ThankYou” Rewards program, a service which allows Citi customers to earn points by using their Citi credit card or performing other banking-related activities.

Now, Citi customers can use the new mobile app to track their rewards points in real time, keep an eye on items they want to buy, and then pay for those items using their earned points.

The free application was built through a collaboration between the two companies, one a major financial institution and the other a leading retailer. As a customer shops in a Best Buy retail store, they can scan the barcodes of the merchandise they want to purchase. The app will display how many points are needed for each item.

And when the customer is ready to checkout, those items are placed in a virtual cart within the app to complete the process. The application also allows users to shop the Best Buy ThankYou Rewards catalog and schedule items for in-store pickup at the location of their choice or have them sent to their home address.

Log in to Citi Online or download the Citi Mobile® App to check whether you've received your stimulus payment. The payment will appear in your recent transactions. You can also set up Account Alerts to be notified when your stimulus payment is deposited.

What If I'm Getting A Paper Check?
If you receive a paper check, you need to sign the back of the check. Then you can:

If you own life insurance or annuities issued in the State of New York, these recent developments may affect your rights as a policy owner. A recent Executive Order issued by New York Governor Cuomo, together with recent amendments to the insurance and banking regulations issued by the New York State Department of Financial Services (), extends what banks can you open a checking account online periods and gives you other rights under your life insurance policy or annuity contract if you can demonstrate financial hardship as a result of the COVID-19 pandemic.

These temporary grace periods and rights are currently in effect, and could be extended further. Check the NYDFS website for updates.

The CARES Act, enacted on March 27, 2020, included temporary provisions allowing special distribution options for retirement plans and IRAs, and expanded permissible loans from certain bank of north dakota phone number plans. Qualifying individuals were able to designate up to $100,000 in 2020 distributions as "coronavirus related distributions", which were exempt from the 10% additional tax normally applicable to early distributions taken prior to attaining age 59 ½. Additional information with respect to the availability, treatment and repayment of coronavirus related distributions may be found on the IRS web site at https://www.irs.gov/newsroom/coronavirus-related-relief-for-retirement-plans-and-iras-questions-and-answers. The RMD waiver provided by the CARES Act applied only to tax year 2020. The normal rules with respect to required minimum distributions are back in effect for tax year 2021.

UPDATE:The Internal Revenue Service has announced that the due date for filing 2020 individual Federal income tax returns (Forms 1040) has been postponed to May 17, 2021. As a result, taxpayers will also have until May 17, 2021 to make 2020 contributions to their traditional IRAs, Roth IRAs, and Coverdell ESAs
